    SOUTHFIELD, Mich.--(BUSINESS WIRE)--Diversified industrial manufacturer Eaton Corporation announced today it is strengthening its commitment to hybrid vehicle technology by developing a cost-effective power control system to reduce the size of the system battery without a loss of battery life or vehicle performance. The fuel-efficient application is intended to optimize the operation of hybrid electric vehicles, from passenger cars to commercial vehicles.
    ?Eaton is continuing to invest in developing the infrastructure that supports the future of the transportation industry, and this project is an example of how we are working to find safe, efficient and sustainable ways to improve hybrid vehicle performance.?
    The $2.8 million project is funded jointly between Eaton and a grant from the Department of Energy's Advanced Research Projects Agency ? Energy (ARPA-E). The goal is to reduce the size of the battery by 50 percent and improve the total performance of the system and its charge rate while maintaining fuel economy and overall vehicle performance.

    ?This project is a continuation of Eaton's keen focus on hybrid technology development and our confidence in the value of hybrids for the future,? said Tom Stover, chief technology officer for Eaton's Vehicle Group. ?Eaton is continuing to invest in developing the infrastructure that supports the future of the transportation industry, and this project is an example of how we are working to find safe, efficient and sustainable ways to improve hybrid vehicle performance.?

    Fujitsu and Acacia resolve patent disputes with settlement, keep it out of the courtsFujitsu's bank balance may be a little lighter today, since Acacia Research Corp. has reported that subsidiaries of both companies have signed a settlement deal over patent disputes. As usual, Acadia is keeping tight-lipped about exactly what the patents cover, but a little digging on our part has revealed they are related to flash memory and RAM technologies. The agreement resolves lawsuits in the works at district courts in Texas and California, which is probably a good thing. After all, these cases can get pretty messy when they go to court.

    Apple v. Samsung: What Are Patents Good For? - Typepad

    Late Friday afternoon, Apple won a dramatic $1 billion-plus patent verdict against Samsung. The verdict has been described, by Samsung to be sure but also by many commentators, as anti-consumer, meaning presumably that prices will be higher and consumers will have access to fewer innovative products. That of course is a particularly after-the-fact perspective and one that ignores the basic design of the patent system. Pick your favorite ?good? patent?meaning one that in your heart of hearts you think is entitled to be enforced against infringers (and if you don?t have such a patent, then that is a very different discussion and you can probably stop reading)?at the point that our good patent is enforced, we are blocking consumers from a product that some firm would like to produce and that consumers are eager to buy.

    When we enforce a patent, we are almost certainly vindicating the market power that the patent system makes available to successful inventions. Blocking products that producers would like to sell and that consumers would like to buy is the flipside of providing would-be inventors with the incentives to create great innovations in the first place. Samsung and its customers don?t have any interest in enforcing Apple?s patents.

    I am hard-pressed as to know how to think about patents otherwise. The alternative is almost a teacher?s gold-star approach to patents. Today?s New York Times quotes Josh Lerner of Harvard Business School: ?It is hard not to see all the patent-buying and patent lawsuits as a distortion of the role of patents. They are supposed to be an incentive for innovation.? Josh is both thoughtful and knowledgeable, but I don?t get this at all. An incentive how and to do what exactly? To have the U.S. Patent and Trademark Office award an inventor a gold star that she can post on the wall at home and admire as a symbol of success, just like you did in second grade? The only way to use a patent is to enforce it against someone else or to at least be able to threaten to do so, so that they will license rights from you. You don?t need a patent to practice the invention: You can do that on your own, just as you do with trade secrets. The point of the patent is to be able to enforce it against others to stop them from using the invention without your consent. We could run a different patent system with lots of compulsory licensing and ratemaking hearings, but that isn?t today?s system in the U.S.

    Last Thursday, Nilay Patel and his colleagues at The Verge provided a very nice breakdown of the issues facing the jury with links to the underlying utility patent, design patent and trade dress claims being asserted by Apple, as well as the claims being asserted by Samsung. As we multiply patents, Samsung devices and Samsung companies, we end up with a complex, check-the-box jury form that asked the jury to reach a host of decisions. As Samsung put it in its motion seeking thirty minutes to review the verdict before the jury was dismissed: ?[T]he verdict form in this complex case necessarily spans 20 pages and requires unanimous answers to more than 500 discrete questions across 5 different legal displaces.? I think most observers were surprised by the speed at which the jury was able to reach a conclusion, but conclude they did in a one-sided result in favor of Apple.

    The hostility over the verdict directed towards Apple reflects a broader unhappiness with the patent system. With the emergence of non-practicing entities?NPEs or, less charitably, patent trolls?the tools for enforcing patents have changed. But whatever we think of those developments, they have little to do with the Apple/Samsung case, as both Apple and Samsung build and sell their products.

    The charge is more basic: we have too many patents, as my colleague (and former boss) Judge Richard Posner argued recently in The Atlantic. (And for a response, see another of my colleagues, Richard Epstein, in Newsweek.) There are perhaps three popular flavors of the too-many-patents claim. The first is about patent thickets and frustrated innovation. Many small patents are granted and an actual innovative product in the area needs access to all of those patents. One holdout means no product or, in the alternative, a firm builds a product knowing that it faces the risk that a claim will emerge later for a good chunk of the profits. The great danger of these claims of course is that no one ever shows up to try to share the costs of failed products. The patents are revealed only after the fact when the product has proven itself in the marketplace and a large pot of money has been created. Whatever we think of the patent thicket idea generally, it doesn?t seem to have much bite in Apple v. Samsung.

    The second version of too-many-patents is a claim about innovation and incremental incentives. Patents are supposed to induce R&D and we reward that extra investment with a property right. But if the relevant innovation would be found anyhow through the normal activities of the firm, the patent lure isn?t inducing anything and we then are handing out property rights with all of the corresponding market power harms for nothing.

    The third version of too-many-patents idea is about how innovation is rewarded and is another version of the incremental incentives claim. Apple has become the most valuable company on the planet through its innovations. We might think that carrot enough even without the further benefits of patent protection for its underlying innovations. Try this: if we had said to Steve Jobs and Jonathan Ive, ?your new designs will create the most valuable firm on the planet but we won?t give you property rights in them, so other firms will be able to piggyback on those ideas rapidly, will you still move forward?? I assume that we think that the answer to that is yes.

    So we have two versions of the incremental incentives claim, one that the firm would have found the invention anyhow and the second that the invention?s reward was already sufficiently large that we didn?t need to add more to it with an additional property right. We could run the U.S. patent system to try to take into account those ideas, but today we don?t. Whatever the merits of the incremental incentives notion, it doesn?t have a role to play in Apple/Samsung.

    I haven?t tried to sort the individual patents at stake in the Apple case. There was a great deal of evidence presented in the case and I wasn?t in the courtroom. Samsung attempted to characterize Apple?s design claims as seeking a patent on rounded corners. As that suggests, it can be easy to poke fun at design claims, but the reality is that we have run a system with design patents for a very long time. The UK?s Intellectual Property Office traces design protection there back to a 1787 act, while U.S. protection for designs started with an 1842 statute.

    If your view of Apple?s patents is that Apple has pulled a fast one on the PTO by sneaking through illegitimate claims and effectively privatizing ideas that would otherwise be in the public domain, then you undoubtedly regard Apple?s lawsuit as defective from the get-go. But that clearly wasn?t the view of the jury?a hometown jury to be sure?and even if the jury may have stumbled some in answering the 500 questions posed to it, there is a core analysis in Apple?s favor that seems straightforward.

    The simple version of the big picture is that Apple has actually been quite innovative and it wouldn?t be surprising if that innovativeness was captured in a variety of patents. I think that would be the case in today?s world, in which we seem to grant lots of patents on small pieces or in a different world in which we only granted patents in larger sizes. Apple seems to have been meaningfully innovative in the sense that customers like their products and competitors want to duplicate them. That innovativeness is a fusion of its touch interface and the aesthetics of design in which Apple has embodied that interface. That actually tracks the utility and design patents in the case and if we are going to run a system with patents, it wouldn?t be at all surprising that Apple would have patents connected to these innovations.

    I don?t know exactly how we count interfaces. Do we start with the C prompt and menus and then move to the graphical user interface? Are the varieties of touch?from the original iPod?s click wheel to where we are today?the next step? But however we do that, Apple seems to have driven the touch innovation that is sweeping how we interact with laptop computers, tablet and mobile phones and, I suspect, that is what the jury responded to in the case.

    I find lots of ironies here. Patent trolls are reviled: typically, they don?t build products and just enforce patents earned by others. There is a great deal more to be said in defense of that?about the virtues of separating invention, production and enforcement?and in the way that NPEs provide exit markets for inventors, but none of that is at stake in Apple/Samsung. There are firms that seem to be active licensors of patents in the smartphone space, such as Microsoft. But, one guesses, that is driven by the fact that Microsoft has not been an important player, to date, in smartphone platforms or handsets themselves. If you can?t monetize from selling the product, sell IP inputs, as Microsoft has done.

    In contrast, Apple is the hardcore vertically integrated firm, inventing, producing and enforcing its IP rights against another very successful producing firm. We can undertake to revamp the patent system, and that could be within-patent reforms about the balance of utility patents and design patents or larger scale reforms that focus on the incremental incentives question, but given the system we have today, it isn?t at all surprising that an innovative firm like Apple holds patents that, by design, make it possible for Apple to block sales by competitors to eager customers. That is, after all, the point of the patent system in the first place.

    Five things to watch at the Republican Convention

    Will Hurricane Isaac, Sarah Palin, or Joe Biden be the biggest gate crasher at the GOP convention in Tampa? And who could steal the show as a speaker? Here?s a brief look at what could be a wild week in Tampa.

    1. What?s up with potential Hurricane Isaac?

    The current Tropical Storm Isaac is heading toward the Gulf of Mexico after cruising over Cuba and possibly hitting southern Florida this weekend.

    The only experts who are as occasionally off-base as political pundits are meteorologists, so the drama over Isaac could linger into Monday.

    If you are a weather geek, the smart money is on the European model over the GFS model, but the two popular weather predictors seem close to agreeing that Isaac is likely heading toward the area of western Florida?s border with Alabama. Tampa will be affected but a convention washout isn?t likely.

    2. Who is the biggest gate crasher?

    That would seem to be Vice President Joe Biden, who was scheduled to lead rallies in Tampa on Monday and Tuesday, at least before Isaac came on the scene.

    Sarah Palin wasn?t invited to speak at the Republican National Convention, and she is not on the list of speakers at an official Tea Party rally on Sunday headlined by Herman Cain and Michele Bachmann.

    Palin?s PAC reportedly booked hotel space in Tampa, but that was before the former Alaska governor decided not to attend the convention. It remains to be seen if she will appear in Tampa.

    Todd Akin,? the controversial Senate candidate from Missouri, was also reportedly in Tampa this week to meet with fundraisers, but he agreed to not attend the convention after last weekend?s media frenzy.

    3. Will Chris Christie steal the show as the keynote speaker?

    The boisterous New Jersey governor says he?s not changing his style for his keynote speech. But there is plenty of other speaker firepower in Tampa.

    Ted Cruz, the up-and-coming Senate candidate from Texas, will get a lot of attention. And Marco Rubio, the current U.S. senator from Florida, is another dynamic speaker.

    Cruz is speaking Monday night, while Rubio is speaking on Thursday night just before Mitt Romney. Christie speaks on Tuesday.

    But Wednesday night should be the most dynamic night for speakers, with a lineup that includes John McCain, Jeb Bush, Luis Fortuno, Tim Pawlenty, Condoleezza Rice, and Paul Ryan.

    Look for Condoleezza Rice to steal the night with her well-honed speech on returning America to its values and promise.

    4. Will the party walk the plank with its platform?

    Because of Todd Akin?s miscues about rape in a TV interview, the GOP?s stance on abortion will get a lot of attention as it is codified in the convention?s platform.

    The platform is approved at the convention?s start. It is expected to disavow a legal exception for rape or incest victims in abortion situations. That would conflict with Mitt Romney?s view on the issue.

    But a report from Fox News on Friday listed some other platform highlights, such as a commission to study the gold standard and some conciliatory language on immigration.

    The platform isn?t a binding a document for Romney and Paul Ryan, and there?s a lot of debate if voters really care about it.

    One voter who doesn?t is Chris Christie, who told a New York radio station that the platform isn?t a big deal.

    ?I don?t really care about the platform. And I don?t think most Republicans care about the platform. And I don?t think most Republicans can tell you what the platform said,? Christie said.

    5. How much of the convention will be on TV?

    In past decades, a lot of the convention was televised live. But in the 24/7 news era, where the convention appears on television is an issue.

    You?ll be able to watch most of the convention live on cable news networks and online.

    But the major broadcast TV networks plan to show limited coverage on three nights, with ABC, CBS, and NBC showing one hour on Tuesday, Wednesday, and Thursday. The networks are skipping Monday night.

    The GOP might move Ann Romney?s speech to Tuesday, from its scheduled spot as the final speech on Monday, to get her some time on broadcast TV.

    The networks are claiming they can only show three nights of coverage, since the Democratic convention only has three nights of events, and there is a fairness issue involved.

    Skeptics say the networks gain more financially from showing repeat episodes of TV programming like Castle or Grim than showing Monday?s convention.

    The X-factor is the presence of potential Hurricane Isaac on Monday, which could expand a lot of coverage of events in Tampa.

    Once the script is developed and the audience research is completed, this step should be simple. A five minute presentation to a three person audience is probably best made with handout material alone. For a large set of audience, using few simple overhead transparencies should be sufficient. If PowerPoint and similar charting and presentation software is a bit rich for your budget, you may find the free, open-source office suite, Open Office fits your bill perfectly.

    New Novartis drug shows potential in heart failure

    MUNICH (Reuters) - An experimental drug from Novartis may help up to half of heart failure patients for whom no effective treatment is available, although the evidence so far is indirect.

    Results of a mid-stage clinical trial of the drug known as LCZ696, unveiled on Sunday, gauged its effectiveness by measuring whether patients had lower levels of a protein linked to the debilitating condition.

    Researchers said that the drug successfully reduced levels of the protein NT-proBNP, although they cautioned that larger studies were needed to see if this "biomarker" signal would translate into better outcomes in clinical practice.

    Novartis, long a major player in cardiovascular medicine, is looking to LCZ696 as one of two new treatments for heart failure that could revive its fortunes at a time when top-selling blood pressure pill Diovan is facing generic competition.

    The Swiss company said it had not yet decided whether to advance LCZ696 into final-stage testing for the particular group of patients studied in the latest trial. However, Laurie Letvak of its critical care unit said the results were "a great first step".

    The U.S.-led study looked at a hard-to-treat group of patients with so-called preserved ejection fraction heart failure. These patients have heart chambers that are stiff but are still able to pump a reasonable amount of blood, as measured by ejection fraction.

    Heart failure is a condition where the heart struggles to pump blood around the body. Unlike a heart attack, in which a heart artery becomes blocked, it develops progressively.

    People with preserved ejection fraction are still able to pump more than 40 percent of blood from the heart's left ventricle, against 55-70 percent for a healthy heart.

    Patients given LCZ696 showed a 23 percent reduction in NT-proBNP after 12 weeks compared to those on Diovan, although the difference was no longer significant by 36 weeks, Dr Scott Solomon of the Brigham and Women's Hospital told the annual meeting of the European Society of Cardiology (ESC).

    That was because while patients on LCZ696 maintained the drop in protein levels out to 36 weeks, patients taking Diovan largely caught up and also showed a sizeable reduction by then.

    Encouragingly, the size of the heart was also reduced in patients on the new drug - a good sign in heart failure.

    MORE WORK TO DO

    Solomon, whose findings were published online by The Lancet medical journal, was cautious about reading too much into the results, saying simply "further testing of this compound could be warranted".

    Other experts not involved in the research were also wary.

    "To date, there's been no intervention that has been helpful for this patient group, so this is at least a signal," said Dr Mariell Jessup, medical director of the Penn Medicine Heart and Vascular Center in Philadelphia.

    "It's interesting but there's lots more work to do."

    LCZ696 is a combination of Diovan, or valsartan, and another class of drug called a neprilysin inhibitor.

    Neprilysin inhibitors have had a chequered history, with Bristol-Myers Squibb suffering a major setback 10 years ago when its product Vanlev flopped due to cases of angioedema, a swelling of the face, neck, lips and throat.

    LCZ696, however, was well tolerated in the latest Novartis-funded study, which involved 301 patients.

    Novartis is also testing the medicine in another group of heart failure patients with reduced ejection fraction, as well as assessing its role in fighting high blood pressure.

    The company has a second experimental drug for acute heart failure called RLX030 in final Phase III trials, for which clinical trial results are expected later this year.

    Those medicines will be critical as sales of Diovan, which totaled $5.7 billion last year, are eroded by generic competition.

    Another Novartis drug for hypertension, Tekturna, suffered a setback last December when a clinical trial was ended early due to increased risk in patients with diabetes and a high risk of heart or kidney problems.

    Dr Hans-Henrik Parving of the University of Copenhagen presented detailed results for that study at the ESC on Sunday.

    Mexico tunes in to needs of drug war survivors

    After nearly six years of drug war violence in Mexico some 55,000 people have been killed. Mexico is attempting new ways to reach survivors who may not have considered mental health options.

    Plagued by insomnia and nightmares, and increasingly isolated from friends and family, Juan Carlos signed up to participate in a pilot mental health treatment program in Ciudad Ju?rez last year that uses?virtual reality-based psychotherapy.

    ?At first I thought going to a psychologist was for crazy people,? says Juan Carlos?who requested his last name be withheld for safety. ?But ? later you realize that you don?t need to be crazy. I really believe that for what has happened in the city, the majority of us need therapy.?

    After nearly six years of violence ignited by the federal government?s assault on organized crime and fighting between rival gangs ? in which more than 55,000 people have been killed ? Mexico is waking up to the needs of survivors. A handful of promising mental health treatment and crisis intervention initiatives have been launched, notably in Ciudad Ju?rez and Monterrey, two cities most besieged by cartel violence.

    One in four Mexicans over the age of 18 report having experienced theft, threats, extortion, or assault, according to Mexico?s statistics agency, INEGI. The percentage increases to 35 percent in Chihuahua state and 27 percent in Nuevo Leon, which contain Ciudad Ju?rez and Monterrey, respectively.

    ?We think it?s a problem of major national relevance,? says Georgina C?rdenas, a psychologist with the National Autonomous University of Mexico (UNAM) in Mexico City.

    Virtual reality

    Dr. C?rdenas led the pilot program in Ju?rez, which doubled as a controlled study for the use of ?virtual reality exposure? to treat Post-Traumatic Stress Disorder (PTSD) in survivors of drug war violence.

    During treatment, a patient navigates a virtual world that resembles the place where the violence occurred ? for example, Juan Carlos confronted the scene of a homicide on a dusty street that mimicked Ciudad Ju?rez ? while a psychologist sits alongside, guiding the experience. Afterward, the psychologist discusses techniques for relaxation and reducing anxiety.

    ?It?s not about forgetting,? C?rdenas says. ?It?s about reducing the pain.?

    Psychologists first employed virtual reality to treat veterans of the Vietnam War, 25 years after the fact. The technique has been used most recently to treat survivors of the Sept. 11 terrorist attacks as well as US soldiers returning from Iraq and Afghanistan. But virtual reality treatment is not well known in Mexico, and, according to C?rdenas, this is the first study testing its ability to help victims of drug war-related violence.

    The pilot program involved 51 participants in the study, and 25 completed the entire program. Those who finished all reported a reduction or elimination of the symptoms they initially reported (measured at one, three, and 12 months after the study's completion). Those who did not complete the program cited a variety of reasons, often relating to security or their inability to get to the clinic.?

    ?In Ju?rez, the people showed symptoms similar to those seen in ex-war combatants and women who have been raped ? violent events that are considered to generate the greatest psychological impact,? says Anabel De la Rosa, a psychologist and doctoral student who worked with C?rdenas on the study.

    Juan Carlos counts himself among the successes.

    ?Right now I have a photo of him by my side,? he says of his brother, noting a photograph he keeps in his home office in Ju?rez. ?The loss is still painful ? but not at the level of before.?

    Spreading awareness

    At least nine students have been killed in the past two years in Monterrey, a prosperous city in Mexico?s north known for its prestigious universities. This has made the need to treat survivors something of a personal matter for psychologists at the Autonomous University of Nuevo Leon.

    In conjunction with state health authorities, the university has increased the operating hours of its in-house clinic, which treats students and the greater community. Some 55 therapists work in the clinic?s department focused exclusively on victims of violence. The clinic has beefed up its emergency program and runs an online portal to answer the public?s questions about mental health services.

    ?Post-traumatic stress wasn?t common here,? says Mar?a Elena Urdiales Ibarra, who directs the university?s clinic. ?Unfortunately, now it is. By now, many families have lived something [violent] like this.?

    The state health department launched a pilot program two years ago to treat people who have experienced ?social violence.? Meanwhile, the university and local health authorities have also teamed up two years in a row on a crisis intervention diploma, in which 315 students and specialists have participated. The university estimates that, as part of the fieldwork involved, graduates have attended to more than 4,000 people affected by violence in the state.

    Yet Dr. Urdiales Ibarra says she worries that while authorities in some states like Nuevo Leon have become increasingly aware of the need to treat mental health, many victims are not. It?s not until they become overwhelmed by symptoms ? they lose sleep, lose weight, lose their job ? that they seek therapy.

    ?The reality is that they come to us after they?ve been to a doctor, after they?ve been to a lawyer,? ?Urdiales Ibarra says. ?There is not enough awareness in the population.?

    A question of access

    The lack of awareness may be a function of the lack of public mental health infrastructure in many regions. People in Monterrey, not far from the border with Texas, have more awareness and more options than most.

    Obstacles to broad-based treatment remain, says C?rdenas, including a lack of infrastructure, affordable access, and highly trained therapists, as well as public acceptance of therapy as part of the healing process. On a national level, for every 10 people who need attention, Mexico has the mental health infrastructure to attend to one, she says.

    ?In Mexico and Latin America, there hasn?t been greater acceptance [of therapy] for lack of infrastructure,? she says, adding that most people can?t afford to pay the 600 to 1,500 pesos ($46 to $114) hourly rate for private therapy.

    Other countries in Latin America are watching Mexico?s approach. Next month, C?rdenas will present the results of the virtual reality study in Colombia and Peru, two countries that have faced their own internal conflicts and high rates of violence.

    In Mexico, C?rdenas and a team of 12 psychologists are working to overcome barriers to access with a Mexico City-based clinic that serves patients long-distance through a secure, proprietary platform for online therapy sessions ? a potential bridge to close the access gap.

    Because, ultimately, C?rdenas says, ?When threats of violence are constant, there are problems with anxiety, substance abuse, post-traumatic stress. It has to be treated.?

    The Ju?rez study revealed the troubling risks of letting such symptoms go untreated, Ms. De la Rosa says.

    ?In daily life, these [violent] acts become normal,? she says. ?There are three homicides around you, and you see it as something normal. The violence becomes something that isn?t inhuman, terrifying, and horrific but something habitual.?

    Juan Carlos puts it another way: ?The value of life has been lost.?
